Generally you have to be nice to Maggie and avoid most of sexual activity with other women like peeking, fucking, blowjobs etc. (if you want to do it all you have to save before such actions and then load back ;)). And near the end of Part 1 of the game, when you play with Maggie in the submarine you have to pick good options on the screen to arouse her by teasing or otherwise she'll run.

Maggie in the game definitely looks young but does she look underage for everyone? For me it's quite easy to believe she's 18 for I have seen many girls who are 18+ but look much younger. I think problem of this game being legal or not should be determined by every player separately, depending on what country the player is from and what laws are in force there.
