(Speak to the drunk, buy him a whiskey at the bar, drink with him, wait, till you get the "insist" option, and do NOT flash him, this leads to more actions.) And, important, wait, it is most times hidden in the texts, where you can wait, if you feel like, something could happen here, give it ~5 sec.
