The donation can be fulfilled by doing the drug job that I mentioned in one of the replies and then you will go to the city and approach the maid cafe for the maid outfit.

Like ReplyMeatballs, Participate in class during the Morning and Noon until you get to 25 intelligence. Then go to Mara's computer and click on the aphrodisiac link. This will disable the wifi and get rid of Claire's cam girl options. However, once you reach $10,000 Claire will start to work as your maid.

If you give her about 5 meals, she'll reach Red Heart level and you'll be able to change her outfit to whatever you want on the list.
